Share a Template
If you want to share an empty template that works out of the box with the library, it is recommended to create a sheet that has an empty table and settings tab inside. You can already import the library from the library sheet and create facade functions.
Then, you can give general access to this file with Viewer as role. In the context menu of the file on Google Drive, click Share -> Share. Press the Copy link button there. You will get a link, that you can modify and distribute, for example:
